The largest OWCP population in this part of Kent County does not work in town at all. Dover Air Force Base is a short commute, and its civilian workforce - aircraft maintainers, aerial port and cargo staff, logistics, civil engineering, fire and emergency services, medical and administrative staff - lives across these towns. A DoD civilian hurt on base has full FECA rights, chooses their own treating physician, and is not limited to base medical for an occupational injury. Active-duty members and private contractors on base are in different systems.

I am a DoD civilian at Dover AFB. Do I have to use base medical?
No. For an occupational injury under FECA you have the right to choose your own treating physician. Base medical may see you first, and that is fine, but it does not lock you into staying there for treatment or for the documentation your claim needs.
Is Wilmington too far from Camden to be practical?
It is an hour and a quarter each way, and we would rather say that plainly than pretend otherwise. There is no OWCP-credentialed practice closer, which is the honest reason patients make the trip. We schedule Camden patients in a single longer block so that evaluation, treatment and the claim paperwork happen in one visit, and we keep follow-ups to what the claim genuinely needs.
